The 4-stroke is not going to have nearly enough power at low rpm to get you on plane with a big load so that the motor would finally get up enough rpm's to actually make it's full 15hp.

The HP you should use is dependent on how much stuff and how many people will typically be in the boat. If you weigh 200 or less it will make you happy. if you weigh 300lbs. and have troll motor, battery, tackle box, ice chest with soda pops or full of fish, then you'll want the 15hp. A good choice would be a 9.9/15 motor can be found with electric start and will charge the battery. The 9.9 is a much more powerful motor than the 8 or 9.5 motors. The 9.5 will be fairly equal to the 8 hp.
