WASHINGTON (WCHS) — U.S. Sen. Joe Manchin, I-W.Va., made his last speech on the Senate floor Tuesday. Manchin previously announced he would retire from the Senate at the end of his term. Manchin used the time to reflect on his 14 years in Washington after serving as West Virginia’s governor.
